A bus network as comprehensive as that enjoyed by Londoners...ie lots of routes and regular services.
A tram service connecting Penrith to Keswick, Cockermouth and the coast at Workington and Maryport.
Trams able to carry bicycles.
Bicycle track along the tram route.
Tidal powered hydroelectric generation on railway viaducts on Lancaster to Carlisle route.
Hydroelectric generation on all existing mill races (house roofs can feed 4kw into the Grid from PV - 5kw to be lower limit for hydroelectric generation feed-in tariff).
More ideas please.
